La U.I.N.L. heredó, al nacer, una vieja preocupación de los notariados nacionales. La de precisar, sobre trazos firmes, la idea de la función notarial. Desde el Congreso de Buenos Aires, hasta el de Bruselas, se han dado buenos pasos en este camino. Concretamente, por lo que respecta a la vieja cuestión de la jurisdicción voluntaria y atribución al notariado, ya se pronunció el Primer Congreso, afirmando «que es su aspiración que todos los actos de jurisdicción voluntaria, en el sentido dado a esta expresión en los países de habla castellana, sean atribuidos, exclusivamente, a la competencia notarial».
